ScriptGate, or Scripter, is a unwanted Chrome extension that has a description of "Userscript manager " and does not provide any other info. After examining it, it appears to be a extensions like GreaseMonkey or TamperMonkey. I did not test the functionality of using userscripts with it and that feature may work as advertised.
